Parking at the beach in St. Catharines could cost up to $15 in the summer, at Lakeside and Sunset beaches. City council debated for over an hour whether parking should be free.
Out-of-town visitors will be charged $3 per hour, with $20 being the max, with a 3 hour parking limit.
